Background
Mr. DeSerio joined PLF in 2010 as the Managing Attorney of PLF’s Atlantic Center in Stuart, Florida. He is a long-time practitioner in the field of eminent domain and land use law. He worked for the State of Florida, Department of Transportation for nearly ten years, and for the preeminent landowner’s firm of Brigham Moore for fifteen years. He has served as appellate counsel in over 200 appeals, resulting in over 140 published opinions, many of which were precedent setting, defining and preserving the rights of private property owners.

Mr. DeSerio initiated and served as editor of the Florida Eminent Domain Committee “Newsletter” for many years and has taken on the task of reviving the Newsletter as a source of case updates and articles of interest addressing eminent domain and land use issues. He also served as editor and co-editor for written materials submitted to the Eminent Domain Judicial Conference Program Committee (1995, 1996, 2000). Mr. DeSerio has served as a speaker at the CLE International Eminent Domain Annual Conference, (1998, 2005, 2007, 2010, 2012); Southwestern Legal Foundation, Institute on Planning, Zoning and Eminent Domain, Topic: Does Rising Water Give Rise to Compensation? (1997); “Appellate Writing,” Hillsborough County Bar Association, Legal Writing Seminar (1992); “Appeals in Eminent Domain,” The Florida Bar, Florida Eminent Domain Practice & Procedure Seminar (1990).

Education
Mr. DeSerio received his B.A. and J.D. at Florida State University, and was admitted to the Florida Bar Association in 1973. He also is admitted to practice before the United States Supreme Court (1975), and various federal courts.

Personal
He is married to Jane Alice Netherton, an artist, and they have been partners in life since 1969.
